Issues & Priorities

Keeping Taxes Low

Ector County residents are already feeling the strain of higher property taxes. For those living on fixed incomes - like many retirees - each increase hurts. Richard believes county government must be as disciplined with its spending as families are with their budgets.

“We need to do everything possible to keep the rates down so that we can stay in Odessa - not be taxed out of it.”

He will fight to control local tax rates and make sure taxpayer money goes toward projects that truly serve the community, not bureaucracy.

Teamwork in Local Government

Richard understands how construction projects work - no one succeeds alone. He believes Ector County should not act independently when tax abatements or major financial incentives are on the table. Instead, every major taxing entity - ECISD, Odessa College, Medical Center Hospital, and the City of Odessa - should work together before committing county funds.

This approach ensures transparency, fairness, and accountability across all levels of local government.

Accountable Growth

With over 50 years of experience in commercial construction, Richard knows what responsible growth and waste looks like. He’s seen projects succeed when they’re built to last and fail when they’re planned without foresight.

Ector County’s upcoming public projects - the new Courthouse, Youth Center, and Library - should be designed to meet the needs of tomorrow while staying within today’s means.

“We need to make sure what we build is something our grandkids will be proud of - and that we didn’t overspend to get it.”

Richard’s leadership comes from the same foundation that’s guided his life: faith, family, and service. As a member of Sherwood Baptist Church for nearly four decades, a longtime youth coach, and a father and grandfather, he understands that the strength of Ector County begins with strong families and tight-knit neighborhoods.

He’ll continue to stand for the conservative, faith-based values that make West Texas unique - responsibility, honesty, and a belief in helping your neighbor.
