
ABOUT RICHARD PIERCE
Built from the Ground Up
Richard Pierce has been part of the Odessa community for nearly his entire life. His family moved here when he was in the sixth grade, and he graduated from Odessa Permian High School in 1976. In 1979, he married his high-school sweetheart, Cindy - a dedicated educator who went on to teach for ECISD for more than three decades.
For over 40 years, Richard and Cindy have lived in the same Odessa home. Together, they’ve raised two daughters - Amber and Lindsey - and are now proud grandparents to five wonderful grandkids. Their roots run deep, and their commitment to this community runs even deeper.
Richard’s life has been shaped by hard work, faith, and service. He and Cindy have been members of Sherwood Baptist Church for 39 years, and Richard has served in numerous leadership and volunteer roles there. He’s coached Odessa girls’ softball teams, supported Little League baseball, and helped mentor countless young people through sports and church programs.
His approach to leadership - in faith, family, and public service - comes down to one principle: you serve best when you start by listening.
Richard started his career the old-fashioned way - by digging ditches. While still in high school, he attended Odessa Permian in the mornings and trained in ECISD’s plumbing program in the afternoons. That work ethic carried him through a 50-year career in commercial construction and plumbing.
He worked his way up to become a Texas Responsible Master Plumber, overseeing multimillion-dollar projects, managing large teams, and ensuring every job met the highest standards of safety and quality. His career included county and school contracts, military construction work, and years of experience managing private-sector growth responsibly.
Today, even in retirement, Richard continues to give back by teaching for the International Code Council - the organization that publishes the most widely used construction codes in the nation. He trains others in OSHA safety, Medical Gas, Plumbing, and Building Code certification.
Richard currently serves as the Republican Precinct 204 Chair and has long been active in local conservative leadership. In 2018, he ran a close race for Odessa City Council, which ultimately came down to a coin flip - a sign of just how much trust and support he earned in his first campaign.
He’s now stepping forward once again, this time for Ector County Commissioner Precinct Two, bringing decades of real-world experience and fiscal responsibility to the table.
Richard believes Ector County’s best days are ahead - if we make smart, accountable decisions today. His commitment to fiscal responsibility, teamwork across local entities, and transparent leadership all come from a lifetime of watching how communities grow when people work together.
